The incumbent government has failed to fill 137 top vacant slots in different Ministries/Divisions, their attached departments/organisations and autonomous organisations with some pricy slots captured by senior bureaucrats.

This issue was discussed in the federal cabinet meeting on September 18, 2018 with Prime Minister Imran Khan in the chair, wherein in the cabinet directed the concerned Ministries to fill vacant positions immediately. However, fingers are being raised on the appointments of, Chairman Nepra, Chairmen PSM and Utility Stores Corporation's (USC) Board of Directors (BoD).

The positions which are vacant are as follows:

Director General, Civil Aviation Authority. Presently Shahrukh Nusrat is on this slot under the 'guise' of additional charge from July 17, 2019. Restructuring process for PCA is underway. The post of Director General BS-20, National Archives of Pakistan (NAP) Cabinet Division is with a Joint Secretary Syed Talat Mehmood as an additional charge.

Post of ex-officio Director General Department, Communications Security (Cabinet Division) is vacant as look-after charge has been given to Brigadier Sajid Saleem (retired) from 26 June 2018.

The position of CEO Sindh Infrastructure Development Limited (SIDCL) is occupied by Saaleh Faruqi on an interim basis from January 1, 2015. The position of MD, Pakistan Tourism Development Corporation (PTDC), is vacant and its current charge has been granted to Syed Intekhab Alam, an officer BS-19/ SG. Restructuring process of PTDC is under way.

Commerce Division has appointed Taimur Tajamal, JS, as CEO, Pakistan Tobacco Board (PTB) on an interim basis from July 25, 2019 whereas Abdul Khaliq, member NTC, has been assigned to perform the duties and functions of Chairman NTC from December 21, 2017.

Muhammad Ashraf, Director General Trade Policy (TP) is also working as CEO Pakistan Horticulture Development and Export Company (PHDEC) effective August 28, 2017. The slot of Textile Commissioner (Textile Commission's Organisation) Textile Division is also vacant. Farooq Khan Director- BS 19 has been working on an interim basis from 26 June, 2019.

Chairman Export Processing Zone Authority (EPZA), CEO National Productivity Organization (NPO) CEO, Pakistan Steel Mills (due to financial crunch the production of the mills has been at complete halt since June, 2015, the additional charge to the post of CEO, PSM was given to different officers by the Establishment Division from time to time); CEO, SMEDA; CEO, PIDC; CEO, Furnisher Pakistan (FP); CEO, Gujranwala Business Centre (GBC); CEO, Pakistan Stone Development Company (PASDEC); CEO, Pakistan Gems & Jewellery Development Company; CEO, Pakistan Hunting & Sports Arms Development Company; CEO, Aik Hunar Aik Nagar; CEO, Agro Food Processing (AFP), CEO, EDB; (Mirza Nasir Baig, GM has been given look-after charge from April 19, 2017 till further orders): CEO, State Engineering Corporation; MD, Pakistan Machine Tool Factory (PMTF); MD, Enar Research Services Limited (EPSL), MD; Sindh Engineering Limited (SEL); Director, National Institute of Engineering and Fertilizer Research; MD, Industrial Facilitation Centre; Chairman Pakistan Academy of Letters, Executive Director, National Institute of Folk & Traditional Heritage (loK) Versa; Islamabad; Director, Iqbal Academy Pakistan (IAP), Lahore; Director General, Department of Archeology and Museums, Islamabad; Director General( Chief Librarian), Director General, Department of Libraries), MD, Pakistan Mineral Development Corporation (PMDC); MD, SSGC, MD, SNGPL; MD/ CEO, Government Holdings Private Limited (GHPL); MD/ CEO, Lakhra Coal Development Company Limited (LCDCL); MD/CEO, Pakistan LNG Terminals Limited (PLTL); MD, Pepco, CEO, Gepco, CEO, Mepco, CEO, Iesco, CEO, Lesco; CEO, Tesco, CEO, Hesco; CEO, Pesco, CEO, Fesco; CEO, Fesco; CEO, Sepco; MD, National Energy Efficiency and Conservation Authority (NEECA); MD, National Transmission and Despatch Company (NDTC); CEO, National Power Parks Management Company Limited (NPPMCL); CEO, Power Holding Private Limited (PHPL); CEO, Central Power Purchasing Agency-G( Limited); Director General, Geological Survey of Pakistan (GSP), Director General, National Housing Authority (NHA); MD, National Construction Limited (NCL); Director General Staff Welfare Organisation (SWO); DR, Pakistan Academy for Rural Development, Peshawar; MD, National Education Foundation, Executive Director, Global Change Impact Study Centre (GCISC); Inspector General (Forests ) Climate Change Division (main) and Deputy Inspector General (two positions).

The position of Military Accountant General -BS 21, Pakistan Military Accounts Department (PMAD) is currently filled by stop-gap arrangement from July 10, 2019.

Finance Division has also failed to appoint Director General of Central Directorate of National Savings, President/ CEO, First Women Bank, CEO Exim Bank, CEO Public Private Partnership Authority, Controller General of Accounts, CEO, Pakistan Development Fund Limited (PDFL) and CEO, Pakistan Revenue Association Limited (PRAL).

The slot of Director General Pakistan Broadcasting is also vacant. Presently, look-after charge has been granted to Ms Shahera Shahid from June 13, 2019. Previously, the federal government had been appointing DG (PBC) on a regular basis in accordance with the PBC Act, 1973 in absence of Recruitment Rules of the post. A case for appointment of DG, PBC is already under submission to the Prime Minister's Office. The post of Managing Director, Associated Press of Pakistan Corporation (APPC), is vacant and look-after charge has been assigned to Tariq Mahmood.

Danyal Saleem Gilani posted as Chairman Central Board of Film Censors (CBFC) on April 30, 2018 is in his own pay and scale ie BS 19. The matter is sub judice in Islamabad High Court (IHC) and Federal Services Tribunal (FST). The look-after charge of Chairman National Press Trust (NPT) has been assigned to Ms Tanvir Kiyani from March 22, 2018. Recruitment rules have been framed.

The other vacant positions are as follows: Chairman Press Council of Pakistan (PCP); CEO Pakistan Software Export Board (PSEB); Managing Director, Telephone Industries of Pakistan (TIP); CEO, Universal Services Fund Company (USF), Rector Virtual University of Pakistan (VU); Director General, Pakistan Sports Board (PSB). Arif Ibrahim has been assigned the charge on look-after basis effective 1 February 1, 2019. Secretary Inter Board Committee of Chairman (IBCC) Hussain Ahmed Madni, a BS-20 officer of Government of Punjab, is working as Secretary.
